Driver Eligibility & Screening Policy

What it takes to become and remain a Shipr Driver — minimum requirements, criminal-background and driving-record standards, how applications are reviewed and denied, identity verification, and vehicle and insurance requirements.

1. About this Policy

This Policy describes the standards Shipr LLC ("Shipr," "we," "us," or "our") applies to decide who may drive on the Shipr platform (the "Platform"), and the vehicle, insurance, and identity-verification requirements you must satisfy to be approved and to remain eligible.

We apply the same written criteria to all applicants, consistently. Screening evidence is collected by third-party providers. Checkr performs criminal-background and motor-vehicle screening; Persona is the planned identity and license provider; and MeasureOne is the planned vehicle and insurance provider. Shipr staff reviews normalized provider statuses and applicable policy rules rather than approving raw verification uploads. Your authorization for consumer reports, and your rights under the federal Fair Credit Reporting Act, are covered by the FCRA Disclosure & Authorization and summarized in Section 6.

Meeting the minimum requirements does not guarantee approval. Shipr reserves the right to approve or decline any applicant, and to approve or reject any vehicle, based on the standards in this Policy, safety, and suitability.

2. Minimum Driver Requirements

To become a Shipr Driver, you must:

  • Be at least 21 years old;
  • Have a valid U.S. driver’s license;
  • Have held a valid driver’s license for at least 2 consecutive years;
  • Pass a criminal background check;
  • Pass a motor vehicle record (MVR) check;
  • Maintain active personal auto insurance;
  • Complete identity verification;
  • Own or have legal access to an approved vehicle; and
  • Maintain a smartphone capable of running the Shipr Driver app.

3. Criminal Background Standards

We use a third-party screening provider (such as Checkr) and apply the same standards to all applicants.

Automatic disqualification

An applicant will be disqualified for any of the following:

  • Any violent felony within the past 7 years;
  • Sexual offenses requiring registration;
  • Human trafficking offenses;
  • Kidnapping;
  • Terrorism-related offenses;
  • Murder or attempted murder;
  • Armed robbery;
  • Felony assault;
  • Domestic violence felony convictions within the past 7 years;
  • Active warrants;
  • Identity theft;
  • Financial fraud involving theft or embezzlement within the past 7 years;
  • Vehicle theft;
  • Cargo theft;
  • Distribution of illegal narcotics; and
  • Pending felony charges, until resolved.

Additional review (not automatic)

The following may receive additional review rather than an automatic decision:

  • A non-violent felony older than 7 years;
  • A single misdemeanor older than 3 years; and
  • Minor marijuana possession, where legally permissible.

4. Driving Record Standards

Automatic disqualification — within the last 7 years

  • DUI / OWI;
  • Reckless driving conviction;
  • Vehicular assault;
  • Hit and run;
  • Driving with a suspended license; and
  • Refusal of a chemical test, where applicable.

Automatic disqualification — within the last 3 years

  • More than 3 moving violations;
  • More than 2 at-fault accidents;
  • Excessive speeding (20+ mph over the limit); and
  • Careless or aggressive driving citations.

Immediate disqualification

  • A currently suspended, revoked, or expired license; and
  • No valid insurance.

5. Reapplication

If your application is declined, you may reapply after either of the following:

  • A previously disqualifying violation falls outside the applicable review period; or
  • A required provider status has been corrected or renewed.

6. How We Review Your Application

Our review generally follows these steps:

  1. You create your account and verify your email;
  2. You provide your contact details;
  3. You authorize and complete the Checkr-hosted criminal background and motor vehicle record (MVR) screening when required;
  4. When the integrations are available, you complete identity and license verification in Persona’s hosted flow (see Section 7);
  5. When the integration is available, you complete vehicle and insurance verification in MeasureOne’s hosted flow (see Sections 8 and 9);
  6. Shipr reviews the resulting provider statuses and applicable eligibility rules; and
  7. If you meet the standards in this Policy, your account is activated.

Persona and MeasureOne are planned verification services and are not yet connected. Shipr does not collect substitute raw verification documents for internal approval. During internal testing only, authorized staff may explicitly waive an unavailable requirement for one driver; a testing waiver is not a verification result and does not alter provider records.

If your application is denied

If you are disqualified, your application status is set to "Application Denied." Where the decision is based in whole or in part on a consumer report, you will receive:

  • An explanation of the decision;
  • A copy of the background report, when required;
  • FCRA pre-adverse and adverse-action notices;
  • Instructions for disputing inaccurate information with the screening provider; and
  • Information about when you may reapply, if eligible.

Your rights under the Fair Credit Reporting Act — including the pre-adverse-action notice, a copy of the report, a summary of your rights, and a reasonable period (typically 7 days) to dispute before a final decision — are set out in the FCRA Disclosure & Authorization and summarized in the Driver Agreement (Section 7).

7. Identity Verification

Every driver must satisfy the identity-verification requirement before production activation. Persona is the planned provider for identity and driver-license verification, but that integration is not yet connected. When available, Persona will collect the evidence required by its hosted flow and Shipr will receive the normalized status and limited result information needed for an eligibility decision; Shipr will not collect substitute raw ID images for internal approval.

We may require provider-hosted re-verification in response to a legitimate safety or fraud signal. Any such requirement and the provider’s collection practices will be disclosed in the applicable hosted flow and Privacy Policy.

8. Vehicle Requirements

Approved vehicle types

  • Sedan
  • Hatchback
  • SUV
  • Pickup Truck
  • Cargo Van
  • Sprinter Van
  • Box Truck (coming soon)

Whatever its type, your vehicle must:

  • Be model year 2008 or newer;
  • Be legally registered;
  • Satisfy any provider-owned vehicle-condition verification required for the type of work offered;
  • Have working headlights, brake lights, mirrors, windshield, and seat belts;
  • Have no major body damage that affects safety; and
  • Have a clean, dry cargo area appropriate for transporting packages.

MeasureOne is the planned provider for vehicle and insurance verification and is not yet connected. If a hosted inspection or evidence step is introduced, the provider will collect the requested evidence directly and Shipr will receive a normalized status; Shipr will not ask you to upload raw vehicle-verification images for internal approval.

Shipr reserves the right to approve or reject any vehicle based on its condition or suitability.

9. Insurance Requirements

You must maintain:

  • Active personal automobile liability insurance meeting the minimum requirements of the state where you operate;
  • Current proof of insurance verified through the designated provider when that integration is available; and
  • Coverage under which you are listed on, or otherwise covered by, the policy.

For larger vehicles or commercial operations, Shipr may require commercial auto insurance. See the Driver Agreement (Section 9) for important limitations on personal auto policies and commercial delivery use.

If the designated provider reports that required insurance, license, registration, identity, or vehicle eligibility is missing or no longer current, you may be unable to go online or take new work until the provider status is resolved. Shipr does not manually approve substitute document uploads.

Recommended coverage

Even where state minimums are lower, Shipr recommends carrying at least $100,000 of bodily injury per person, $300,000 of bodily injury per accident, and $100,000 of property damage — commonly referred to as 100/300/100 coverage. This provides substantially better protection for you, your customers, and Shipr than relying solely on state minimums.

10. Changes to this Policy

We may update this Policy from time to time. When we make material changes, we will update the effective date above and, where appropriate, provide additional notice (for example, in the app). Your continued use of the Platform after an update means you accept the revised Policy.
